PlanSmartChoice is a suite of online health plan selection tools that federal employees use to evaluate their health plan options and make informed health plan choices.

PlanSmartChoice is available free to all federal employees at www.plansmartchoice.com. It is provided by Asparity Decision Solutions, Inc.

PlanSmartChoice is fully committed to open communications with the health plans that participate in the FEHB program. Our commitment to these health plans is to provide accurate representation of plan benefits, costs, and service areas; deliver objective results to PlanSmartChoice users; and share PlanSmartChoice's findings. We have created resources for health plans to use in helping us achieve these important goals.

Q:
How can a health plan be sure that its health plan details—benefits, premiums, service area—are accurate?
A:
Contact us. Asparity wants every health plan's information to be completely accurate. We obtain plan details (benefits, premiums, and ZIP code service areas) from the Office of Personnel Management (OPM) and conduct our own internal testing to make sure the information is accurate in PlanSmartChoice, but we want you to be confident as well.
 
Before each FEHB open season, we will send an invitation to a health plan contact person with instructions on how to a) access and review plan details and b) report any possible errors. We'll do our best to approve any changes with OPM and make corrections before the start of the open season or as soon as possible. Are there any data or findings that PlanSmartChoice can share with a health plan to help us a do a better job of providing health insurance to federal employees?
A:
Yes. Asparity's data solutions—generated by federal employees' use of PlanSmartChoice—provide information about employees' buying behavior and health plans' performance at the point of purchase. The data solutions include an annual report with detailed PlanSmartChoice results from the federal open season and a robust suite of online analytics: attribute importance profiles, cross tabs, medical plan scorecards, and migration/gain and loss tools. Health plans use the data and tools to improve their products and services to truly provide for the personal needs and financial circumstances of FEHB program participants.

Can a health plan make additional information available to federal employees on PlanSmartChoice?
A:
Yes. For the price of participating in a few health fairs, you can make sure federal employees who are using PlanSmartChoice have as much information as possible about your medical, dental, or vision plan. The PlanSmartChoice promotions package means that health plans can target their communications to federal employees at the moment they are making their enrollment decisions. The communications might include a health plan logo; contact information; and links to flyers, plan brochures, provider search, and rewards and extras. By providing such information on line, health plans are also complying with OPM's “Go Green” campaign!
 
IMPORTANT NOTE: At no time will a health plan's purchase of the promotions package affect the PlanSmartChoice results.

What is the PlanSmartChoice Award?
A:
health plus awards Asparity created the PlanSmartChoice Plus award in 2009 to recognize the top-rated health plans in the FEHB program based on their PlanSmartChoice tool results and user satisfaction ratings. Asparity's proprietary rating system measures how well health plans meet the needs of federal employees using actual tool results and self-reported satisfaction.

Can our health plan add a link to PlanSmartChoice from our marketing site?
A:
Yes. Several health plans have added a link to PlanSmartChoice from their current marketing sites to provide an objective suite of decision support tools to their prospective and current health plan members. Any health plan can create this link at no cost.

Can PlanSmartChoice help a health plan answer specific questions we have about consumer behavior or plan performance?
A:
Yes. Our existing Data Solutions address many such questions. Furthermore, at the end of each FEHB open season, PlanSmartChoice sends a survey to site users to a) learn how we can improve the site and b) better understand enrollment behavior.
