March 2013 Update: Open Season 2013 Results

ADP is pleased to announce its PlanSmartChoice Plus award recipients for the 2013 Open Season. This award recognizes the top-rated plans in the Federal Employees Health Benefits Program based on their PlanSmartChoice results and user satisfaction ratings. During the 2013 open season, over 82,000 federal employees used PlanSmartChoice to select a health plan - one of the most important - and expensive - decisions they make every year.

This year's winners represent a range of product designs, as well as regional and national plans:

  • APWU Health Plan (national CDHP)*
  • CareFirst Blue Choice (standard option HMO) in Maryland, DC, and Virginia
  • Compass Rose Health Plan (high option FFS)*
  • Foreign Service Benefit Plan (high option FFS)*
  • Health Plus MI (high option HMO)
  • HMSA (high option POS) in Hawaii*
  • Kaiser Health Plan of Georgia, Inc. (high option HMO)
  • Kaiser Health Plan of Mid-Atlantic (standard option HMO)
  • Kaiser Health Plan of S. California (high option HMO)*
  • Triple-S Salud (high option POS) in Puerto Rico*
* Plan was also a 2012 PlanSmartChoice Plus recipient.

The PlanSmartChoice Plus rating system measures how well health plans meet the needs of federal employees. The ratings are based on three sets of "component" measures collected within the PlanSmartChoice site:

  • Preference performance index measures plan performance in the preference module.
  • Cost performance index measures plan performance in the cost calculator.
  • Satisfaction performance average measures PlanSmartChoice users' satisfaction with their plans.

ADP calculates preference, cost, and satisfaction rating scores. The overall performance rating is based on a one-third weighting of these underlying component scores. The PlanSmartChoice Plus designation is awarded to the top ten percent of all rated plans that achieved component scores of three or more stars in each component measure.

March 2012 Update: PlanSmartChoice Available for Tribal Employees

The Patient Protection and Affordable Care Act allows eligible Indian tribes, tribal organizations, and urban Indian organizations to purchase Federal Employees Health Benefits (FEHB) coverage, rights and benefits for their employees.

Asparity is pleased to announce that, starting in March, the PlanSmartChoice Website will be available at no charge to help tribal employees evaluate FEHB health plan choices. Eligible tribal employees can click the "Use PlanSmartChoice" button on this page and then should select the "Tribal Employee" option when prompted for their employing agency during site registration.
